Frank is the Chairman Emeritus of Utility Supply and Construction Company. Prior to that, Frank was the Chairman of USC beginning in 1990. He also served as the Vice President/Superintendent of The Hydaker-Wheatlake Company from 1971-1990 and the President of Hydrolake Leasing and Service Company from 1984-1990. Frank has a Bachelor of Science in Civil Engineering from Michigan Tech University. Frank has acted as the Outside Lead Director of Chemical Financial Corporation (CHFC) since 2014 as well as the Director Chemical Financial Corporation since 2004. Prior to that, he was on the Chemical Bank West Board of Directors from 1984 to 2004. An avid outdoorsman, Frank was the Michigan Department of Natural Resources Commissioner from 2001-2012 and the Chairman of the Natural Resources Finance and Administration Committee from 2003-2012. He also acted as the Chairman of the Michigan Natural Resources Trust Fund from 1999 to 2001. Currently he is the Chairman of the Michigan Trails Advisory Council since 2012. Frank was the American Line Builders Association Chairman of the negotiating committee for Local 876 and Local 17 International Brotherhood of Electrical Workers (IBEW) from 1988-2012.
