General Foreman Job Description
This Job Description establishes and describes the authority, duties, responsibilities, reporting relationships and measure of accomplishment for the functional position of the General Foreman of The Hydaker-Wheatlake Company as assigned to that function by the Project Managers or Superintendents. This position is consider Union hourly position, the job requirements and your performance, will dictate the required hours to complete the necessary scope of work for the week. All overtime work shall be approved prior to performing outside of the regular pay.
The basic function of the General Foreman is to complete all assigned tasks within the allotted time frame, at or under the predetermined budget and in keeping with the safety and quality standards of The Hydaker-Wheatlake Company.
Another basic function of this position is to be an administrator and coordinator providing the necessary planning, organization, direction, and control for the crew to meet the project goals and maintain a safe work environment every time.
The General Foreman receives authority from, and is accountable to the Project Manager or Superintendent for the successful completion of assigned duties and responsibilities.
In conjunction with the Project Manager and Superintendent, the General Foreman, with prior approval, has the authority to make field related purchases of materials, including rental of small tools and equipment provided these purchases and rentals fall within The Hydaker-Wheatlake Company's established guidelines.
The General Foreman has the authority to evaluate all employees reporting directly to this position, as well as to give recommendations regarding their hiring, promotion, demotion, suspension and termination of their employment, provided that these actions meet the established guidelines of Company policy and procedures.
The General Foreman reports directly to the Project Manager or Superintendent.
All assigned crews and subcontractors (where appropriate) report to the General Foreman.
The Foreman must maintain harmonious relationships with the company employees, Project Owner, General Contractor and other Sub-contractors.
DUTIES AND RESPONSIBILITIES:
The principal duties and responsibilities of the Foreman include, but are not limited to the following:
Responsible for familiarization with the complete scope and proposed method of construction for all of The Hydaker-Wheatlake Company's projects that may be assigned to him / her.
In conjunction with the Project Manager or Superintendent, develops and maintains the proper staffing for all jobs.
In conjunction with the Project Manager or Superintendent, ensures that proper equipment, tooling, and materials are on the job site as needed by field crews and/or subcontractors, and to remove any unnecessary rentals or equipment to prevent unnecessary charges to the projects.
Establish Productivity Work Plan to assure the highest crew productivity possible for each project assigned.
Responsible for the coordination of the activities of The Hydaker-Wheatlake Company's field crews and/or subcontractors with those others on the job site.
Responsible for quality control on all projects in keeping with The Hydaker-Wheatlake Company's high quality standards.
Responsible for the scheduling and supervision of assigned crews at the job site.
Maintain harmonious relations with General Contractors, Owners, Sub-contractors and all others associated with the project.
Settles any employee/subcontractor differences that may arise, referring those he cannot or does not have the authority to settle to the Project Manager or Superintendent.
Responsible for the prompt and proper return of any surplus materials and/or equipment from all job sites.
Adapt and maintain procedures to insure all of The Hydaker-Wheatlake Company's site personnel are meeting all of The Hydaker-Wheatlake Company safety policies and MIOSHA or local safety measures. Hold safety meetings weekly or as directed by management. Insures that the proper safety equipment is on site and utilized when needed, such as PPE or proper equipment to prevent unsafe acts by personnel.
Responsible for achieving, surpassing, meeting, or bettering the job’s time schedule.
Maintain good housekeeping procedures for all projects to reflect a clean, orderly, and neat appearance.
Enforce a dress code for all of The Hydaker-Wheatlake Company's employees and/or subcontractors (where appropriate) that will conform to all The Hydaker-Wheatlake Company and MIOSHA's standards.
Is aware of the general employee morale and initiates whatever procedures necessary to improve and maintain an acceptable level within guidelines established by The Hydaker-Wheatlake Company's procedures. The Project Manager or Superintendent shall approve, prior to proceeding with any initiative, after the Division Vice-President has approved such measures.
Enforce adherence of all The Hydaker-Wheatlake Company's employees as well as all sub-contractors to ALL of The Hydaker-Wheatlake Company's procedures and policies.
Responsible for reasonable on site security for all material and equipment.
Ensures that all equipment and Company vehicles are kept in good repair and serviced in a timely manner.
Crew turnover is held to a minimum.
Responsible for timely and accurate completion of daily reports.
Submits daily, weekly, or as required, any onsite field reports to the Owner, construction manager, or general contractor.
Maintain at a minimum weekly “As Built” drawings for submission to the Owner at the project completion. If Owner or Project Manager requires daily update the later takes precedence.
Responsible for accurately reporting all hours worked by crews per the job cost codes assigned to the project.
Responsible for accurately reporting all equipment worked by the job cost codes assigned to the project.
Keeps current records and weekly submission to the home office of Apprenticeship reports, look ahead schedules, time sheets, and phase codes.
Submits to the home office immediately after processing a new employee, all of The Hydaker-Wheatlake Company new employee information packet, Federal IRS Form W-4, vehicle policy verification form, company policy verification form, federally mandated Form I-9, and any union affiliate forms.
Foreman must verify employee driver’s license number & social security card. A signature of this witness must be affixed to the Form I-9 & forwarded to the home office the day of hire.
Protects ALL of the company's assets and track the tooling to prevent any theft.
Ensures that the contractual agreement, customers, and pricing structure are maintain as confidential in nature, in accordance with The Hydaker-Wheatlake Company confidentiality requirement contained in the company handbook, and all direct reports are upholding the same requirements.
Ensure your availability to response to Storm or Emergency work that may occur from time to time for proper support of customer’s needs.
Performs any other related or unrelated, unassigned, unspecified, unusual or special duty the Project Manager or Superintendent may assign from time to time.
MEASURE OF PERFORMANCE:
Construction is completed according to budgeted labor hours, equipment costs, tooling costs, and materials.
All construction (including subcontractors) meets specifications and quality standards.
All administrative reports are submitted in a timely manner.
A high level of morale is maintained among subordinates.
Adherence to safe work practices and reporting.
Overall satisfaction of the Project Manager or Superintendent.
Required: High School Degree or Equivalent and completion of an accredited ALBAT / JATC recognized training program or equivalent.
Preferred: Extensive supervisory and education through a trade school or valid apprenticeship training program.
Required: 2 to 5 years of experience in Electrical Construction.
SKILLS: Ability to lead the coordinated efforts of the assigned crews. In addition, must be able to work with and lead people, negotiate, analyze problems and translate company goals into actions necessary to achieve the goals. Must have working knowledge of contract and regulatory compliance requirements.
PHYSICAL: Includes sitting, standing, walking, bending, kneeling and use of hands and arms to operate equipment.
MENTAL: Must be able to read, write and speak English fluently. Knowledge of math and technical research abilities a plus. Must be able to work under time and budgetary pressures.
LICENSE: Valid state issued driving license with CDL endorsements are required as this position will often be driving from site to site with company vehicles.
This person will work on various construction sites as assigned by the Project Manager or Superintendent. The majority of the work will be performed in an outside setting on open job sites that can be hot in the summer and cold in the winter, hazardous, noisy, and dusty. There is required travel by air or automobile with overnight stays at remote facilities. These locations are visited throughout the year and during all weather conditions.
